Teratai Swimming Pool claims victim, allegedly using state land without permission. Who is profiting from it?

The Tangerang City District Attorney’s Office must thoroughly investigate the involvement of the person who rented state land to Diman, the owner of the swimming pool, who claimed a life in the 90cm-deep pool.

According to media reports, according to local residents, the swimming pool’s safety standards are lacking. There are only three employees.

One is a ticket attendant, another is a cleaner, and the other is a shopkeeper, said a resident who wished to remain anonymous.

There is a strong suspicion that this swimming pool lacks official permits from the local government.

Teratai Swimming Pool, located in Gang Sadar 2, Taman Teratai, Cipondo Village, is a water recreation facility known to be managed by Diman.

The Pondok Aren residents have been operating it for one year.

Ironically, the information gathered indicates that the swimming pool allegedly lacked a legal business license or operating permit from the Tangerang City government.

On Sunday (November 7, 2025), an incident occurred that resulted in a toddler’s death after falling into the pool.

The child slipped unsupervised, falling and drowning in the approximately 90 cm deep pool.

An employee immediately saw the incident and rescued the victim, assisted by visitors who administered first aid by draining the water from the victim’s body.

Upon arrival at the Cipondoh Community Health Center, the child was reportedly blue from swallowing too much water. He had to be referred to the Tangerang City Regional Hospital for further treatment, but his life could not be saved.

This incident sparked strong criticism regarding negligence in supervision.

This is especially true since swimming pools are public facilities that are required to meet safety standards as mandated by Article 28H of the 1945 Constitution concerning the Right to Safety and Health, as well as government regulations regarding tourism and recreational facilities.

A media team’s investigation with residents confirmed the child’s drowning.

The residents’ statements reinforce the suspicion that the management has failed to meet minimum safety standards, which should be an absolute requirement for swimming pool facilities.

Other information indicates that Diman, the manager, is suspected of renting land from a local resident identified as B, who is said to be responsible for the environment.

However, several sources state that the land surrounding the area belongs to the Banten Provincial Government.

Field observations revealed numerous business establishments in the area, some of which have been operating for more than six years, and each business owner is charged a fee of varying amounts.

This situation raises a major question: Where have these contributions been going?

Are they being used for the benefit of the environment and the community, or are they simply generating personal income for certain parties?

Is there any official oversight from the relevant agencies regarding the use of land owned by the provincial government?

Therefore, a serious evaluation by the regional government is needed, as this incident serves as a strong warning to the Tangerang City Government and the Banten Provincial Government to conduct legal audits and business permits, and evaluate the safety standards of all public facilities.

Meanwhile, the Lotus Swimming Pool in Sumatra/Padang has closed because it did not meet standards, with its water being murky and mossy.
